Create Project · Auto-Generate Lifecycle

On submit, the system spawns the 18-stage lifecycle (Pre-Design → SAT), the project hierarchy (Switchboard → Panel Type → Panel → Stage → Task), the P1–P9 procurement skeleton and the QG1–QG7 quality gates.
